If it is the thin "combed" shingle & silvery fibers show on edges of any broken pieces, it is most likely asbestos shingle.
No need to remove it unless there is severe damage underneath.
In most places it is legal to "encapsulate" it by overrunning it w/ vinyl or aluminum siding.
A proper asbestos abatement is very costly & may not be necessary.
Leaving it in place is actually a little extra weather protection.
Your siding contractor should be able to tell what it is & how to go about residing.
Best regards

I had the same siding on my house. It does have asbestos in it and is a danger (heath risk) if airborne particles are inhaled. The easy solution is to cover the old siding with new, as it is not a risk left undisturbed. Proper disposal is pricey at best. you can contact Safety-Kleen at safetykleen.com and find a branch that services your area by typing in a zip code for disposal options.

Street Fighter: The Later Years

If your county has a landfill, which most do, give them a call and ask if it's acceptable to dump the siding. In my county, it is acceptable. What we do is bring a load of whatever and drive up on a set of scales to be weighed. We then dump the items and get re-weighed. We pay based on the amount of weight we dumped.

You need to contact your closes office of the U.S. Environmental Protection Agency and they will be able to tell you what you have (siding) and what can be done or how to remove it.
