in CA it is perfectly legal for a homeowner to remove asbestos laiden popcorn ceiling, it is unlaw for for any non certified contractor to do it for anyplace other that his own residence. Basically the law protects you from renagade contractors, but not yourself.
As for the contract part, well you can use omission factor saying that you do not HAVE to state that the house contains asbestos, or you can state MAY contain asbestos, just be vauge as your no expert right?
That or get samples tested, it&#039;s not that much to do so.</description>

It&#039;s probably  not a good idea to remove it yourselves, regardless of all the precautions you may take.  Something like that may need to be, by law, by a professional.  You probably will need to have the house inspected and certified by an inspector to make sure you got all of it and that it&#039;s up to code.  It would be best to check with your local building/health department before you do anything that may come back to haunt you in one way or another.</description>
