I live in Ca. and called my insurance Co., Farmers. They took care of the whole thing, including paying for a hotel to stay in and food each day for my husband and I! It is very dangerous. Do not stay there. Call right away. Do not touch it or try to remove the rug. Keep the asbestos covered until a professional comes to remove it.

Since he knows about it, he is legally obligated to reveal this to the next owner when he sells the house. He must not disturb the tiles. He can cover them with a vapor barrier and then plywood flooring or vapor barrier and then carpet.

The right thing would be to professionally abate the materials and then get the house certified asbestos free.

Watch out you most likely have lead paint on the walls and moulding.

Since it's fixed asbestos, it shouldn't be a problem. Just make sure you wear a dust mask and not create more dust when you remove the old tiles. Bag all the tiles and take it to a land fill.
As you read the requirements in the website below keep in mind the word "suggest, should, may and advised" so it is not mandatory unless it says "you must, you need, or under no circumstances" then you must and need for your own protection.
The last area is different states require different requirements but that should not be a problem. Good luck.

I know that where I am from you cannot remove asbestos by yourself legally. You can however cover it with something else. Trying to remove it (I'm assuming they are asbestos tiles) may cause some dust and is harmful if inhaled. If the surface is level try some sub flooring then tile or something else. I also cant imagine that just covering it with carpet is healthy. Good luck my basement is covered in that stuff we just covered it with sticky linoleum tiles. (cheap fix)
