    Improper disposal is illegal.

    If you have concerns, contact your local “Department of Building and Safety.” They can tell you if what is being done is legal and has the proper permits.

    If it isn’t it should be. Report your landlord to the relevant authority, council building inspector, any building regultor. Also ring a trade union, they will supply you with who to contact in your area.
    Most advanced countries forbid it’s use, if your state doesn’t, ask your local legislator why.
